The TOEIC test (TEST OF ENGLISH FOR INTERNATIONAL COMMUNICATION™) measures proficiency in international Business English, at intermediate and advanced levels. It provides an accurate measurement of the English capabilities of non-native speakers in listening, reading and grammar.

The TOEIC® test was developed in 1979 by ETS , the world leader in educational and business assessment. ETS research agenda for the TOEIC® test calls for continuing research in eight broad areas of inquiry: test validation, information, reliability, use, construction, implementation, examinee performance, and applied technology. - As with all ETS products, the development process of TOEIC® test forms adheres to the strictest quality standards.

The ETS Fairness Review requires ETS to review all tests and test materials to ensure that they do not include insensitive or offensive material The ETS Standards for Quality and Fairness comprise quality assurance steps addressing audit requirements, assessment development, use and administration procedures, suitability for use, customer service, fairness, uses and protection of information, validity, reliability, cut scores, scaling and equating, assessment administration, reporting assessment results, and test takers' rights and responsibilities. The Common European Framework of Reference (CEFR), published in 2001, sets clear standards for evaluating outcomes in an internationally comparable manner. It describes both knowledge and skills in positive "can-do" statements. ETS has mapped TOEIC® scores to the CEFR to provide a comparable and standard assessment. Institutions, companies and learners using the CEFR as a reference point can hence compare performance on TOEIC® tests to other tests that have also been mapped to the CEFR.
